We finance the surveillance and monitoring of companies’ IT/OT infrastructure, the detection and response to incidents or suspicious behavior, and the mitigation actions implemented by service providers. We support pentesting services and certifications for SMEs.
Description
The SOCs and Cyber Certifications Aid Program offers up to €25,000 per company for contracting specialized cybersecurity services and obtaining recognized certifications. This program aims to strengthen the Basque business community and ensure its competitiveness in an increasingly challenging digital environment.

Beneficiary entities
Small and medium-sized enterprises (SMEs), both individuals and legal entities, that meet the following requirements:

Be located in the Autonomous Community of the Basque Country (CAE): They must have an activity center in the Basque Country and the project submitted must have an impact on said center.

Be registered for the Economic Activities Tax (IAE) of the Basque Country.
However, entities that are not eligible for aid are:

They are affiliated with the Basque Science, Technology and Innovation Network (RVCTI) or similar R&D networks.

Have shareholdings or participation ties of 25% or more with companies that provide services in the areas subsidized by the aid.

They belong to the public sector.

SOC Service in SMEs:
Assistance for the contracting and implementation of Security Operations Center (SOC) services, which include surveillance and monitoring of companies’ IT/OT infrastructure, detection and response to incidents or suspicious behavior, and mitigation actions implemented by service providers.
Expenses will be covered for a maximum period of 12 months.

Pentesting and Certification Service for SMEs
Assistance intended to support the adaptation or obtaining of a certification in a Cybersecurity standard, scheme, or regulation.
These actions include identifying vulnerabilities through pentesting, developing an action plan to obtain certification, conducting pre-audits to evaluate systems or processes, and conducting audits and issuing certification, including follow-up audits.
Expenses will be covered for a maximum period of 12 months.
Eligible expenses
We subsidize 75% of your expenses, up to 25,000 euros, to boost your cybersecurity projects.

Expenses will be covered for a maximum period of 12 months from the start of the project.

Expenses accrued or invoiced prior to the submission of the Aid Application for projects initiated on or after January 1, 2024, will be accepted.

In any case, the deadline for completion of the project will be March 31, 2026.
Contracting and implementation of SOC services:

Expenses related to the launch and operation of SOC services provided by external companies are covered.

Work carried out by the applicant himself is not included.
Pentesting and Certification Service

These include consulting and/or engineering expenses aimed at adapting or obtaining certification under a cybersecurity standard, scheme, or regulation.

Only expenses incurred by external companies will be covered. Under no circumstances will work performed by the applicant himself be considered eligible expenses or investments.

Likewise, up to 80% of the expenses and/or investments in hardware/software necessary to advance the process of adapting to said standard or obtaining certification will be covered.
